Review of the Pilot of a New Model for Allocating Teaching Resources to Mainstream Schools to Support Pupils with Special Educational Needs
In 2014, the National Council for Special Education’s (NCSE) report Delivery for Students with Special Educational Needs: A better and more equitable way recommended that there be a new system for allocating teaching resources to mainstream schools to support students with special educational needs.
During the 2015/2016 school year, the Department of Education and Skills (the Department) conducted a pilot study in forty-seven schools, at primary and post-primary levels, to examine the feasibility of such a system. As part of this pilot study, the Inspectorate was asked to conduct an evaluation of the effectiveness of the allocation model as demonstrated in the pilot schools.
This report examines the background to the project, outlines the features of the proposed new allocation model, reviews the operation of the model in a sample number of the pilot schools and makes recommendations intended to inform the wider implementation of the model in all schools.
